8. Reducing LD

The eligibility group cannot place an at-risk child who has received inappropriate instruction in math and reading. It can use classroom data and other observations to confirm good instruction (IDEA 2004 regulations, Education Legacy):

“Review existing evaluation data on the child, including:

Evaluations and information provided by the parents of the child;

Current classroom based, local, or State assessments, and classroom-based observations; and

Observations by teachers and related services providers;…”

Nor can the group place a non-disabled child with limited English proficiency. Collecting interview and family background information is very helpful.
